Our board members keep the UYLC mission alive: “To empower youth and adults to build a healthier community through prevention leadership.” They’re dedicated to the health, safety, and wellbeing of our community by serving at UYLC.
Sharlene Johnson

Terry Law
President
Terry was born in Hudson, New York and spent her adult years working in the New York City area. She earned a Bachelor of Science Degree from Mercy College, located at Dobbs Ferry, New York. While on vacation she fell in love with Idaho and moved to the Kamiah area in the spring of 2004. She has worked for the Kamiah School District since December 2008, and she is currently the Family Support Liaison. She became a UYLC Board Member in December, 2021.
Jason Davis
Vice President
Lewis County Sheriff Jason Davis serves as the UYLC Vice President.
Sara Moffett
Secretary
Sara L Moffett is the current secretary of the UYLC. She is a graduate of Kamiah School District and obtained her AAS in Paralegal from the Lewis-Clark State College. Sara is a semi-retired probation officer for 14 years. While being a PO she was on several committees and partnered with the American Probation and Parole Association to conduct training in restorative justice.
Sara’s favorite quote is, “Leadership is not position or title, it is action and example.”
Sandy Russo
Secretary
Sandy has a Bachelor’s degree in Special Education & Elementary Education and a Master’s degree in School & Mental Health Counseling. She has worked in public education and in a private practice. Her life verse is: What you do to the least of these my brethren you do unto me. Her life goal is to leave a community or a life in better shape than when she found it.
Vincent Martinez

Clearwater Valley Junior Senior High School Current UYLC Board Member
Vincent Martinez has been a dedicated teacher at Clearwater Valley Junior Senior High School for seven years and has no plans of leaving anytime soon. He loves the school and his students, who in turn, return that love and respect.
Norma Staaf
member at large
Norma Staaf learned of the great work of the UYLC through her freelance writing for local and regional newspapers. She covered the progress of UYLC from the beginning, including the opening of the teen center, accomplishments of Youth Advisory Board (YAB) members and the formation of the recovery group. She has promoted UYLC events through her writing and photography.
Following her 2018 retirement from the Nez Perce Clearwater National Forest Norma worked for one school year as a substitute teacher and library aid in the Kamiah Schools. This raised her awareness of the challenges our local children face. She currently works part-time as the Kamiah Community Library assistant.
Norma believes in the value of people in communities coming together to solve problems and improving the quality of life. She has long volunteered for community organizations and is experienced in working on boards of directors. She served as the president of the Salmon Arts Council, a director on the Lassen Land and Trails Trust and a founding member of the Lemhi Regional Land Trust board. Norma was recently appointed to a five-year term as a commissioner for the Idaho Board of Library Commissioners supporting libraries throughout the state.
She has lived in rural Idaho since 1992. After nearly two decades in Lemhi County, Norma moved with her husband Nick Hazelbaker to Idaho County in 2012 purchasing property owned by his family since 1938. Managing forests, fields and fruit trees on hilly lands east of Harpster keeps Nick challenged and provides a wonderful place for them to live.
Norma joined the UYLC board in August 2024.
